Minimum Agency Fees and Charges at All Ports in Trinidad and Tobago

Effective October 1989
ALL RATES HEREUNDER QUOTED IN US CURRENCY PAYMENTS CAN BE EFFECTED IN TT CURRENCY

SCHEDULE 1 - CARGO VESSELS

A. NON CARGO SERVICES
In respect of vessels whereby it is necessary to arrange for services such as the supply of bunkers, stores, water, repairs, crew matters inactive status, attendance to delivery or re-delivery of vessels going on or off hire, vessels for dry dock, etc. where no cargo is loaded or discharged. Also when appointed to act on behalf of Owners / Operators / Charterers when the vessel is consigned to another Agent.

(i) For the first three days: US$ 1,000
(ii) For each day or part thereof: US$ 100

B. LINER TERMS
Vessels loading or discharging cargo under LINER TERMS, on which freight commissions are payable, (both B. Bulk and containers).

(i) For the first three days: US$ 550
(ii) For each day or part thereof: US$ 100

C. NON-LINER TERMS
Vessels calling to load or discharge general cargo or containers on a single call (other than liquid petroleum cargoes) for which the Agent does not receive a freight commission, but is expected to husband the vessel, arrange entry and clearance, berthing, stevedoring, deliveries and claims.

For the first three days:

(i) Under 1,000 freight tons cargo: US$ 1,000
(ii) Between 1,000 and 2,500 freight tons cargo: US$ 1,250
(iii) In excess of 3 days, per day or part thereof: US$ 100
(iv) Plus cargo supervision fee, per RS & D ton: US$ 2.00

D. BULK CARGOES
Vessels loading or discharging bulk petroleum products, methanol, ammonia, etc. Grain, bauxite and other ores, scrap metal, barytes, fertilizer, steel, molasses, etc.

For the first three days:

(i) Under 10,000 tons cargo: US$ 1,500
(ii) Between 10,000 and 25,000 tons cargo: US$ 1,800
(iii) From 25,000 to 50,000 tons cargo: US$ 2,000
(iv) Over 50,000 tons cargo US$ 2,500
(v) In excess of 3 days, per day or part thereof: US$ 250
(vi) If supervision required, per ton: US$ 0.20
(vii) If Agent required to undertake responsibility for deliveries, claims, brokerage, etc. a commission of 2.5% of basic freight in addition to above charges.

E. FREIGHT COMMISSIONS
Where vessels call to load or discharge cargo on liner terms, whether Break Bulk or Containers, the following commissions are payable on basic freight plus all surcharges (Bunker, Congestion, etc.)
(i) On cargo discharged 3.5%
(ii) On cargo loaded: 6%
(iii) On mails loaded or discharged 6%

F. FREIGHT COLLECT
Where an Agent is required to collect and remit inward freight, a fee of 1.5% of the freights so collected shall be payable to the Agent for administrative purposes. The Agent shall not be held liable for the debt (unless he is acting as a Del Credere Agent).

G. STEVEDORING SUPERVISION
(i) FOR ALL B. BULK AND CONTAINERIZED CARGO For cargo handling supervision, the Agent shall receive: In addition to the normal Agency fee and commissions a fee per RS & D ton of: US$ 2.00
(ii) ADDITIONAL FOR CONTAINER SERVICES To cover maintaining records, attending to customs and other documentation, container and trailer control, etc. A box fee per move, in or out for full or empty containers: US$ 10.00
(iii) DEMURRAGE AND DETENTION CHARGES Where an Agent is required to charge and collect Demurrage and Detention charges on containers, the Agent shall receive a commission of 25% on all such charges.

SCHEDULE 2 - PASSENGER AND CRUISE VESSELS

Vessels embarking or disembarking passengers, calling with cruise passengers, requiring general husbanding services, including arranging for bunkers, fresh water, minor repairs, stores, handling intransit passengers, etc. shall pay:

(i) Calls up to 24 hours: US$ 1,000
(ii) Each additional day or part thereof: US$ 250
(iii) Vessels calling at outports (including any port or anchorage in Tobago) shall, instead of the charge indicated in Schedule 2 (i), pay a fee of: for the first 24 hours US$ 1,500
(iv) Commissions on passages sold, on met fare

SCHEDULE 3 - MISCELLANEOUS

(i) ADDITIONAL PORTS Where a vessel, for any reason calls at more than one port in Trinidad and Tobago, necessitating coastwise clearance shall pay a surcharge in addition to the rates and charges applicable to the port of entry, per additional port: 50%
(ii) GENERAL TRANSACTIONS In addition to the charges mentioned above, the following charges shall apply:
(a) Arranging meeting of incoming, or departing of crew members at the Airport (excluding transportation or other charges), per person US$ 75 (b) Arranging transportation by air for seamen to join vessels, be repatriated or otherwise, 1-3 persons: US$ 75 Each additional person: US$ 25 (c) Each crew member signed on/off a vessel: US$ 25
(d) For arranging receipt, clearing and delivery of ships, stores and sparres, (excluding brokerage and transportation, etc.) per Air Waybill or Bill of Lading US$ 50
(e) Agents required to handle consignments / shipments on which has been declared General Average shall be compensated for the additional work involved, by mutual agreement.
(f) Visits for Professional Services etc. per passenger or crew member (excluding transportation): US$ 15
(g) Visa assistance, per passenger or crew member US$ 50
(h) Stowaways, Deserters, etc. each: US$ 250

SCHEDULE 4 - GENERAL CONDITIONS

(i) All the foregoing charges are based on the provision of services in straight time only. Principals shall reimburse Agents for work performed in overtime periods.
(ii) All Agents must be placed in funds prior to vessel's arrival to cover total estimated Port Expenses. Non receipt may cause the detention of the vessel until expenses are met in full.
(iii) Agents are required to advise the Shipping Association of Trinidad and Tobago all delinquent Owners / Charterers / Operators and the Association will take such action as deemed necessary to protect the interests of their Members.
(iv) In the event of the award of retroactive charges by the Public Utilities Commission, the Port Authority of Trinidad and Tobago or any other body involved with Shipping, the Shipping Association of Trinidad and Tobago reserves the right, on behalf of its Members, to recover such retroactive charges from Owners / Charterers / Operators by the method they consider most appropriate.
(v) All out of pocket expenses are for the account of the vessel and are not included in the foregoing charges.
(vi) The attention of Principals / Charterers / Operators is called to the Registration of Local Agents and Foreign Enterprises Act., Number 41 of 1980. This Act, interalia, requires every Agency Agreement to be governed by the Laws of Trinidad and Tobago.
(vii) Principals / Charterers / Operators are obliged to give Agents a minimum of 6 months notice of termination of Agency and to compensate the Agent financially in respect of any severance pay incurred in dispensing with staff engaged directly for the Line, as a result of such termination.

TRINIDAD & TOBAGO PILOTS' ASSOCIATION LIMITED PILOTAGE DUES IN NON-COMPULSORY AREAS

Pilotage Dues in respect of services rendered by licensed pilots in non-compulsory areas the minimum charge will be:

To and from anchorage within the limits of Port of Spain $1,000
Outside the limits of Port of Spain
Outside the Bocas to Tetron, Chaguaramas Bay, Carenage, Port of Spain, Point Lisas, Pointe a Pierre, San Fernando, Brighton, or Point Fortin
Charge per unit of Gross Tonnage 0.50¢
Provided the minimum charge shall be $4,000
Inside the Bocas to Tetron, Chaguaramas Bay, Carenage, Port of Spain, Pointe-a-Pierre, San Fernando Brighton, or Point Fortin
 Charge per unit of Gross Tonnage  0.50¢
Provided the minimum charge shall be $3,500
Port of Spain to San Fernando, Pointe-a-Pierre, Point Lisas, Brighton, or Point Fortin
Charge per unit of Gross Tonnage 0.50¢
Provided the minimum charge shall be  $3,000
From Point Lisas, Pointe-a-Pierre, San Fernando to Brighton or Point Fortin
Charge per unit of Gross Tonnage 0.50¢

TRINIDAD & TOBAGO PILOTS' ASSOCIATION LIMITED

SCHEDULE OF PILOTAGE DUES
Effective October 1, 2005

PILOTAGE DUES IN COMPULSORY PILOTAGE AREAS 

Ships up to 2,500 tons $350.00
Container ships and ships (other than tankers)  $350 plus an additional charge over 2,500 tons and up to 15,000 tons of 15¢ per ton for each ton in excess of 2,500 tons
Other ships $350 plus an additional charge of 20¢ per ton for each ton in excess of 2,500 tons

Pilotage Overtime at 25% during the hours of 6 p.m. and 6 a.m. on weekdays, and all day Saturdays, Sundays, and Public Holidays.
